Licenses and Non-Driver Identification Cards issued to temporary foreign nationals will be limited to the period of time the foreign national is authorized to be in the United States, not to exceed two years. The examiner or county treasurer will determine the term by reviewing Immigration and Naturalization Service (INS) documents. Temporary Foreign nationals should be prepared to show their INS documentation. Commonly reviewed INS documentation includes passports with an I-94 Card and Employment Authorization Cards. Foreign exchange students should bring their I-20 form along with the passport and I-94 Card. Permanent resident foreign nationals should bring their Permanent Resident Card (I-551). Permanent resident foreign nationals may be issued a full term Driver's License or Non-Driver Identification Card.
